The "Campus Safety: A Shared Responsibility" (Clery Act) pamphlet is published and
distributed in compliance with the Jeanne Clery Disclosure of Campus Security and
Campus Crime Statistics Act. The Act is the landmark federal law that requires
colleges and universities to disclose information on security policies and timely,
annual information about crime on and around campus.
Schools also are required to notify the campus community about where public ("Megan's Law")
information about registered sex offenders on campus can be obtained. A current listing of
sex offenders is available at the Illinois State Police web site.

The "Campus Safety: A Shared Responsibility" pamphlet informs the University community
about important procedures, policies, crime prevention programs and campus crime statistics.

Northwestern University updates the "Campus Safety: A Shared Responsibility" pamphlet by
October 1st annually and advises University community members of the publication and
availability of the pamphlet. The pamphlet is also available to prospective students and
employees.
Campus Security Authority (CSA)
The Department of Education defines a Campus Security Authority as: “An official of the institution who has significant responsibility for student and campus activities, including, but not limited to student housing, student discipline, and campus judicial proceedings.” Some examples of CSA’s include University Police, Deans, Directors, Department Heads, Athletic Coaches, Faculty Advisors to student groups, Student Resident Advisors, Student Resident Assistants, Student Security Monitors, etc.
Some examples of positions that are not CSA’s include faculty who are not advisors to student groups, doctor’s in the Student Health Center and administrative, maintenance and clerical staff.
Licensed professional counselors and pastoralcounselors (employed by a religious organization to provide confidential counseling) who are working within the scope of their license or religious assignment at the time they receive the crime report are exempt from Clery Act reporting requirements, though they are encouraged to review all options with their clients, including reporting a crime to University Police or a Campus Security Authority.
Campus Security Authority Responsibilities
CSA Deans, Directors and Department Heads are annually notified of the availability of the CSA cover letter, Crime Report Form, Crime Report Form Definitions and web link to the CSA Orientation / Training Guide. These individuals are directed to advise persons in their area of responsibility, who they believe have “significant responsibility for student and campus activities“, of the availability of these materials.
If someone tells a CSA about a Clery Act qualifying crime or an incident that may be a crime, the CSA must record the information and submit a crime report in a timely manner to University Police. Crimes can be reported confidentially, if desired by the reporting party, to a designated CSA.
